Bill is a deaf student that sits with Chris Griffin during lunch at James Woods Regional High School.
When Kent Lastname asks to sit with Chris in "Friends Without Benefits", he says he is in a political discussion with Bill. As they use sign language for their discussion, Bill gets up and gives a Nazi salute and walks off which causes Chris to point out for Kent that Bill is a bit of a Conservative.
