Jesse is the name of Herbert's dog, who lives down the street from the Griffins. Jesse is paralyzed from the waist down and strongly resembles Herbert. He is known to be a parody of Herbert as they share identical hums and physical disabilities.
Jesse has appeared in "The Courtship of Stewie's Father", where he is asked to retrieve a ball, again in "Whistle While Your Wife Works" where he races for one of Peter's fingers along with Peter and Joe, third in "Hell Comes to Quahog" making "mmm" sounds before falling asleep and finally in "Bill and Peter's Bogus Journey" while at the aquarium.
A trapped Chris gets Jesse's attention in "German Guy".
He is voiced by Mike Henry.
