"Makin' Whoopee!" is a jazz/blues song, first popularized by Eddie Cantor in the 1928 musical Whoopee!. Walter Donaldson wrote the music and Gus Kahn the lyrics for the song as well as for the entire musical.
In "Lottery Fever", Peter makes Quagmire and Joe perform "Makin' Whoopee!" at the Quahog Theater while he takes shots at them with a BB gun.

Joe: Yeah! We're outta here!
Peter: Fine! Go on, I don't care! I don't need you! I got money!
Quagmire: You know, Peter? You used to be a great guy, but ever since you won that lottery-- awwww!
[Peter shoots Quagmire in the throat]
Quagmire: aww aww... Come on, Joe! Fuck this guy!
