Ralph Furley is the apartment manager from Three's Company, played by Don Knotts.
In the episode "The Tan Aquatic with Steve Zissou", Mr. Furley walked in on Brian squirting sunscreen onto Stewie. He was horrified because it looked like masturbation. Furley then pretended not to have seen anything and ran away hysterically.
He also appeared in "Jerome Is the New Black", misunderstanding Lois Griffin's comments, and believing she was having sex with Jerome.
In a parody of American Beauty in "Oscars Guy", Frank Fitts (Joe) summons Mr. Furley when he mistakes Lester Burnham (Peter) as gay.
