Even though the title is clearly referencing the subplot between Peter and Lois, could it also be overlapping with the main plot involving Brian? I'm not sure if it's supposed to be an adult joke, but I think the title is a play on words involving the neutering plot, with the "short" part referencing Brian's penis size and the "cuts" part referring to the neutering plot, which is a process involving an animal's genitals being surgically removed.
